GIS/Cultural Resources Specialist (Permanent, Full-time)
U.S. Army Garrison-Hawaii, Pohakuloa Training Area on the Island of Hawaii A GIS/Cultural Resources Specialist position is available with the Center for Environmental Management of Military Lands (CEMML) to provide on-site program support for the Cultural Resources Management Program, Environmental Division in the Directorate of Public Works, U.S. Army Garrison, Hawaii (USAG-HI). This position will be duty-stationed at Pohakuloa Training Area on the Island of Hawaii. This position may also provide support to Schofield Barracks on the Island of Oahu, as needed. This position includes a combination of office and field activities to gather and verify data, and maintain and update ESRI-compatible cultural resource geospatial data in compliance with U.S. Army spatial data standards (SDSFIE) and security requirements. Ensures data and metadata is complete and accurate. Incorporates new or updated information about cultural resources. Provides guidance and training to Cultural Resources staff on geospatial issues and tools. Manages, maintains, and secures data in one or more data systems. Familiarizes him/herself with existing data, schema, and Army cultural resources program requirements. Responds to data requests to support program requirements. The GIS/Cultural Resources Specialist will work closely, and in collaboration with, the CEMML Cultural Resources Project Director (Supervisor) and the USAG-HI Cultural Resource Manager (CRM) and Army staff in the Environmental Division in the Directorate of Public Works of USAG-HI. The GIS/Cultural Resources Specialist should be capable of independent, self-directed work, but must function as part of an integrated team to accomplish tasks and assignments in support of USAG-HI Cultural resource Program priorities, standards, and goals. Must be able to effectively communicate and interact with internal/external staff, officials, and the public in a professional manner. The work will be primarily conducted in an office setting at PTA involving operation of computers, plotters, printers, Trimble GPS units, and other standard office equipment. However, the incumbent must be willing and able to participate in strenuous field activities that may involve a variety of environmental conditions such as variable weather, temperature and, humidity, dense jungle, high desert, steep slopes, rough terrain, high altitudes, and occasionally subterranean locations (lava tubes, caves, tunnels, bunkers), if authorized. CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University (CSU). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. DESIRABLE QUALIFICATIONS · MS/MA in Geography, Computer Science, Geographic Information Systems, Anthropology, Archaeology or related field. · Expert working knowledge and experience with ArcGIS 10.X or ArcGIS Pro software. · Experience with Department of Defense Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE). · Experience in AGOL, Collector, Survey123, and other Esri mobile applications. · Experience developing and managing Microsoft Access databases to integrate collections, photographs, etc. with projects in ArcGIS a plus. · Knowledge of database structure languages, such as SQL and database best management practices. · Experience managing data storage with assurance of data accuracy and consistency through the database lifecycle. · Experience instructing less experienced staff in the use of ESRI, TerraSync and Pathfinder software and Trimble GPS equipment. · Working knowledge and familiarity with U.S. federal historic preservation laws and regulations that govern cultural resource management. · Previous experience in the Pacific region, particularly the Hawaiian Islands, is highly desirable. · Demonstrated familiarity with military culture and its established lines of authority, procedures, and protocols is beneficial. · Excellent verbal and written communication, organizational skills, and the ability to work with a wide range of data while meeting deadlines. · Ability to act with diplomacy and discretion at all organizational levels is highly desirable. Selected intern will work with the center’s GIS coordinator/archeologist to create GIS data for past archeological surveys and scan related reports. The GIS supports planning and project reviews in 70+ national park units throughout the Southeast, so the intern’s effort will help to update and fill in gaps in the data. In order to determine the location and extent of the archeological surveys, the intern will work with a variety of sources such as GPS data, CAD data, reports, oversized maps, and field notes. The intern may also perform duties such as downloading and processing base data, creating map templates, and assisting with management of mobile GPS equipment.
