The purpose of this program is multifold: to promote best management practices that ensure the continuous growing and harvesting of forest tree species and the protection of soil, air, water, fish and wildlife; to provide technical and financial assistance to non-federal forest landowners owning in excess of 12 million acres, to improve the management of private forest lands; and to minimize the incidence and severity of forest insect and disease impacts on non-federal forest land. The benefits derived from this program affect all Oregonians. The Division administers the Forest Practices Act on forest operations statewide on all non-federal forestland, encourages voluntary actions that go beyond the standards of the forest practice rules, and is a major element supporting the Oregon Plan for Salmon and Watersheds. The purpose of this position is to provide state-wide design, coordination, development, and administration of the Private Forests Division information management systems as the primary contact for staff, field personnel and public for technical questions regarding use of the information databases. The Private Forests Division implements statewide programs for resource protection and landowner assistance under the authority of the Forest Practices Act and the Woodlands Management Act. This position works with limited supervision within broadly established goals. The Information Management Specialist: contributes to all Private Forests Division projects and provides training and technical assistance to staff and field personnel in the application of information management techniques and procedures. This position schedules and coordinates the maintenance of statewide resource databases, information updates with district offices and other staff and the development of software applications that allow end-users to access, analyze and maintain the databases. This requires a detailed knowledge of the data sets, the Geographic Information Systems (GIS) database and update processes, the uses and limitations of the data, the various programs used to access the data, Microsoft Access programming techniques, and the various methods to present/share information. The position deals with designing, creating, maintaining, updating, and converting data on a Microsoft Windows network. These actions require coordination with other forestry staff specialists, executive staff, stewardship foresters (and their supervisors), landowners, operators and other state or federal natural resource agencies. This person may also interpret statutes, rules or policies – especially with regard to how GIS data support the statutes, rules and policies. This position has responsibility for establishing and maintaining standards and procedures for the acquisition, management and application of GIS data throughout the state, and the development of Division GIS operations.
